I think you need to define a marketing concept first then think about selling. Marketing is about the 4P's---Product/Service, Price, Place, and Promotion
Product- what are you selling and to who?
eg the software cart is a program that people can install on their own website or you could sell as part of a website template
The online testing-- well that's a service or are you selling the program that can be installed on a website at a school eg
Price -- how much will you sell your product/service for, remember you have to sell at a price that helps you to recover your cost in developing the program, your costs to sell and advertise the program and enough to make a reasonable profit for future developments. But check your competitors prices and see how you can position your product against them---eg low price, high volume, high price, low volume
Place--- these are your distribution channels. One distribution channel is to setup a website that people can download the programs from and pay you....the shareware distribution channels are quite extensive...try cnet.com and reg.com. Another distribution channel is finding a distributor and then selling in retail shops/direct sales
Promotion---this not only about advertising your product/service but how you package the program ie sell only on a website or package in a CD and advertise by direct mail, newspapers etc.
Bear in mind, that there are costs involved in Promoting, Packaging and Distributing your products so this exercise will help you decide on the best approach that suits your budget.
The cheapest approach for low budgets is through a website. Then you have to attract visitors to your website and after that you have to see how successful your website is in converting visitors into downloads and downloads into customers.
I believe that before you can do selling, you need to do some marketing first. I hope this helps.
